Integrated Border Management in the East African Community
How to Implement Coordinated Border Management
The U.S. Trade and Development Agency, through its Global Customs Initiative and in cooperation with the East African Community Secretariat, is pleased to announce a forum and workshop intended for senior EAC Government officials and representatives of the EAC private sector. The workshop is hosted by the Government of Kenya and focuses on integrated border management in the EAC. The workshop will be held at the Continental Hotel in Mombasa, Kenya and is scheduled for March 29 - April 1, 2010.
As the EAC approaches the deadline for implementation of a common market, the workshop will provide a forum for delegates to openly and candidly discuss challenges to implementation. From the opening session we hope to identify the areas with the most pressing needs. The concept of Single Window in border management is not new and is currently being undertaken by multiple EAC countries. For this reason, the workshop will address specific implementation issues pertaining to Single Window, including
1. The Critical Role of Information Technology
2. Risk Management and Post-Clearance Audit
3. Border Management Systems
a. Chain of Command
b. Best Practices
4. Revenue Disbursement Models and Financial Disbursement Among Participating Countries
5. Facilitating Trade without Impairing Security
We will conclude the workshop with a question and answer session with global experts in Single Window applications, resultions on moving forward with the attending Permanent Secretaries, and a tour of the Port of Mombasa.
Participants to the workshop include fifteen senior delegates each from the five EAC countries (Burundi, Kenya, Rwanda, Tanzania, and Uganda), the EAC Secretariat, US Government representatives, such as USAID, USTDA and others, World Bank and African Development Bank officials, and US and regional private sector participants.
Who Should Attend? Representatives of U.S. companies that provide equipment, services, consulting in the transportation, cargo, security, scanning, and customs/trade industries should attend to improve or build their business opportunities in East African Community Countries.
